I HAVE the honour to request, in view of Lord ffrench's return from St. Petersburgh and of the letters exchanged by him with their Excellencies the Russian Minister for Finance and the Acting Minister for Foreign Affairs† there dealing with a proposed alternative route for the Chenchow-Aigun Railway, that His Majesty's Secretary of State for Foreign Affairs will be good enough to grant Lord ffrench a personal interview at his early convenience, for which we shall be very much obliged.
